You can play Rally 2 online if you live in outside of Japan, but you still have to call Japan so this is only for those with deep pockets. To get on the server you must do the following:

• Go to network play mode
  
• Select the "Tokyo 1" server
  
• Press 'X' and enter the international calling numbers for Tokyo: 001 (to get an International line), then 813 (the country and city code for Tokyo), then the server number: 52002700.

There is one catch according to Dimension S' source. After midnight, Japan time, the server is inaccessible. It is unknown at exactly which time it becomes re-accessible.
